Biography

Dr. Talbert’s research specialization in health services research is focused at the intersection of evidence-based policy and health care outcomes. His research is focused on Medicaid policy, public health informatics, and pharmaceutical outcomes. He is the founding director of the Institute for Pharmaceutical Outcomes and Policy (IPOP), which served as the primary developer of the clinical data warehouse for UK HealthCare and the Center for Clinical and Translational Science (CCTS). As associate director of CCTS, Talbert developed the UK Enterprise Data Trust, a collection of health outcomes data sets to support research and advanced analytics to measure and improve health care outcomes with public and private partners.
